Q:Looking for a health insurance for my mother aged 73 and a dialysys patient who comes from India

The plans for visitors (people traveling on a B2 visitor visa) will cover for new illnesses and new injuries that occur or manifest after the effective date. They do not cover things that are preventative, routine, or pre-existing.
