As long as their primary residence country is outside the United States and they are not green card holders they may purchase the Safe Travels USA Comprehensive plan. If the 75 year old is a green card holder there would not be a plan available for them that would offer the acute onset coverage. Keep in mind that the plans are designed to cover the new illnesses and injuries that are contracted after the effective date of the policy. They will exclude the coverage for pre-existing conditions, preventative and routine care.
